Lean is used in the reform as the First Phase to streamline process flows and to organize the work place for efficiency. In the Second Phase Work Measurement is done by an Industrial Engineer or a Budget Analyst to determine staffing and other functional costs. In the Third Phase the higher level Lean Teams become the Steering Management and functional Lean Teams become the Functional Management Teams. Yes, I have found that implementing the reform methods I recommend can be overwhelming for for some government leaders while others can manage the implementation successfully they feel the need for my advice to make a smooth transition. Still others want to be sure that they acquire all of the savings that the state is entitled to receive from the implementation.

A. It will benefit all serious Government personnel who are interested in reforming their organization. The advice given is written for implementation by senior management personnel but can be used by lower level managers who can frame the process properly and obtain senior management approval.
Q. What is your consulting background?
A. I was with two well known and successful Management Consulting Firms based in Chicago, Alexander Proudfoot and Scheduling Corp. These firms require you to travel usually by air to the Clients job location. At the job location a preliminary study of the organization is made and an estimate of the possible savings is presented to the Clients senior management. If the client signs on the process implementation of systems and controls begins. This is a significant expense to the Client and is paid for by a significant reduction in employees.
