Article 78. New Personal Tracking Systems for Prisons and Mine Safety

A personal tracking system has been developed for tracking the exact locations of prisoners in prison. Available from Alanco/TSI PRISM, Inc., a Subsidiary of Alanco Technologies, Inc. A central computer receives wireless Radio Frequency Identification (RFID) information on the location of prisoners who wear a wrist band broadcasting unit. The location and tracking technology, trade named “TSI PRISM,” is used for area security management inside the prison. With this technology prison officials will be alerted when rival gangs or individuals are too close for safety. The wrist bands are sturdy enough to resist damage or removal by the prisoner. The central computer is alerted if the wristband should be removed. The system has been installed in state prison facilities continuously since August 2000.

The same system could be used by miners by attaching the broadcast unit to the miner’s belts. When an emergence occurs the locations of all miners would be known and could be tracked everywhere in the mine. In addition to this system a method of two-way communication would be required so that the miners could voice their conditions in a hazardous environment. Also the health and environment of each miner could be monitored reel-time on the centralized computer. This method provides added security to individual miners over simply monitoring various locations in the mine especially since these monitoring stations may become damaged by explosion or fire.

I have also recommended that dogs with specially designed breathing units be used to bring breathing tanks and other equipment to trapped miners where it is too dangerous for mine rescue teams. When time is critical to the miners’ survival mine rescue dogs with the same broadcasting units described above could be directed and their progress tracked to any destination in the mine. The added benefit is that the path the dogs follow would be monitored for hazardous environmental conditions along the way to the trapped miners providing critical information for mine rescuers. The system may have a technical problem in that the centralized computer located on the surface must be able to receive the radio signals from each of the miners. This will probably require remote antennas in the mine itself. However I feel that this difficulty can be overcome and protected through redundant systems.
